Cost disclosure · nineteen programmes

What each programme publishes about cost.

One entry for every CCE-accredited Doctor of Chiropractic programme, in dataset order. Each carries the eight fields with the wording recorded for them, the campus rows where a variation is published, the tuition-adjustment clause, the route to the board pass-rate figures and the form that document takes, what the board figure counts where the college states it, any qualifier the college attaches to its own figures, the totals it publishes, and what it publishes for another of its programmes.

How to read these records

Absence in what we checked is not absence at a college.

published means the document exists and answers the question. not-published means the document does not answer it. unverified means a document exists and could not be read. Those are three different facts and they are never merged into two.

Every record is dated. A college that publishes something the day after we read its page is recorded here as not publishing it, and that is a limit of the record rather than a fact about the college.

What is the college’s wording, and what is ours.

Text inside double quotation marks is the college’s own published wording, quoted from the document named at the foot of each field. Text outside the quotation marks is our note on where that wording sits, what it does not say, and how it was checked.

A quoted string that is plainly markup — a CSS class, an HTML attribute, a file name — is a note about the page’s construction and not something the college published as prose.

Where a record ran to more than one observation it was kept in one cell separated by a vertical bar; those are shown here as separate paragraphs, in the order recorded.

Nothing is withheld from this page. Twenty-three cells of the dataset once carried a note of ours that set one college against another or against the set — a superlative, a uniqueness claim, or a count of what the others do. On 18 September 2026 those clauses were removed from the dataset itself, and the observation each sat beside was kept where it is about that college alone. The old and new value of every one of those cells is recorded in the question log.

Nothing here is added up.

No figure on this page is a total, an average, a difference or a rate that we calculated. Where a college publishes components and no total, the components are listed and the missing total is stated. Where a college publishes a total, the total is its own.

There is no comparison between colleges anywhere on this page, and no ordering that carries a judgement. The entries are in dataset order.

The nineteen

Seven have a programme page of their own, linked from their entry. The other twelve are recorded here.

Under the heading Cost of Attendance 2026-2027, the table headed Chiropractic Student carries a row labeled Board Exam Fees. Its six cells are the label and five term columns. The column headings are two paragraphs in each cell: "BBAY" over "Term 1", "BBAY" over "Term 2", "BBAY" over "Term 3", "BBAY" over "Term 4", "BBAY" over "Term 5". The Board Exam Fees values are: Term 1 blank, Term 2 "$710", Term 3 "$710", Term 4 "$2,745", Term 5 blank. The two blank cells are published as non-breaking spaces. The row sits between "Tuition*" and Total Direct Cost, so the fee is inside the direct-cost subtotal and inside "Total COA".

Field 2 — campus or living-arrangement variation
not-published

No variation is published for the chiropractic program. The Chiropractic Student table has one column per term and no campus or living-arrangement columns. Other tables on the same page do carry such columns — Traditional Undergrad Student - Campbellsville Campus has "Resident" / "Commuter" over Living on Campus / Living with Parents / Living on Own, and the "LMR Student", Cosmetology Student, Barbering Student, Cosmetology Apprentice Instructor Student and Esthetics Student tables split living figures the same way — but those are undergraduate and certificate figures, not DC figures, and are excluded.

The one living figure the chiropractic table publishes is the row Food & Housing (off campus), carrying "$14,644" in each of the five term columns. The page publishes no on-campus and no with-parents figure for a chiropractic student.

From https://www.campbellsville.edu, the footer column headed "POLICY" carries a link labeled Student Achievement to /academics/academic-affairs/student-achievement.html. That page publishes pass rates under Pass Rate & First Year Employment Rate – School of Nursing, Pass Rate – School of Business, Economics, & Technology, Pass Rate – Carver School of Social Work, PRAXIS Subject Assessment and Certificates. It carries no chiropractic figures and the string "NBCE" does not appear in its body. Its own heading reads Preparing Students for Success at All Undergraduate Academic Levels. The chiropractic section of the site names the exam but publishes no rate: the admissions page reads First, prepare for and pass the National Board of Chiropractic Examiners (NBCE) exam. CMCC publishes a cost of attendance as a one-page PDF headed Cost of Attendance (COA) 2021-2022, linked from the U.S. Federal Student Aid page under the link text The Cost of Attendance (COA). Its table is headed CMCC Doctor of Chiropractic Degree Program (Full-time) and is split by Direct Costs and Indirect Costs. The direct rows are Tuition (academic year) "$31,308" and Ancillary fees (academic year) "$290", giving Total Direct Costs "$31,598". The indirect rows are Room and Board (apartment / rental, utilities, meal) "$11,000", Miscellaneous "$5,000", Textbooks & Supplies "$856" and Health Insurance "$988", giving Total Indirect Costs "$17,844". The document closes with COST OF ATTENDANCE "$49,442". No row names a board or licensing examination. The separate tuition-and-fees page lists examination fees, but they are CMCC's own — Official Re-read*, Deferred Written Examination*, Supplemental Examination*, OSCE Deferred or Supplemental Examination* — and no CCEB or NBCE fee appears in either document.

not-published

No campus or living-arrangement variation is published. CMCC has one campus, at 6100 Leslie Street Toronto ON M2H 3J1, and the cost of attendance carries a single room-and-board figure with no alternative column. The document states the reason on its own face.

The one living figure is the row labeled Room and Board (apartment over rental, utilities, meal) — published on two lines in the PDF — carrying "$11,000". Directly beneath the table: *Please note, CMCC does not have an on-campus residence. The tuition-and-fees page publishes no living figure at all; the variation it does publish is by fee status, two columns per year headed "CAD" and "INTL".

What the published board figure counts
published

A DIFFERENT EXAMINATION ENTIRELY. CMCC publishes CCEB performance, not NBCE: The Council on Chiropractic Education (CCE) requires all Canadian Doctor of Chiropractic degree programs to post annually the overall weighted average of the four most recent years of CCEB Components A, B, and C exam su[ccess]. The page defines the three components: Component A concentrates on basic sciences knowledge. Component B explores the candidate's ability to make decisions and diagnoses in a clinical context. Component C is a practical examination using standardized patients. So a CMCC figure and a US college's figure are not the same quantity and are not comparable.

The cost of attendance CUKC publishes for this program is the College Financing Plan PDF linked from the tuition page beneath the line College Finance Plans, which is published as a bold italic paragraph rather than as a heading element. That document carries no text layer: its producer is "Microsoft: Print To PDF", it embeds no fonts, and both pages contain zero text objects, every character being drawn as vector outline. No string in it can be byte-compared against the bytes the server sent, so no figure and no row label from it is quoted or coded here. What can be sourced elsewhere bears on the question without answering it: the tuition page states Students are not assessed any standard fees. However, students who make payments after the 5-day payment window will incur a $65 late payment fee. Students who register after the registration deadline will incur a $110 late registration fee., and the academic catalog fee table under TUITION AND FEES runs from "Tuition" through "Other Fees" without a board or licensing examination row. Neither of those is the cost of attendance, which is what field 1 asks about.

no cost of attendance is published for this program

D’Youville publishes no cost of attendance for the Doctor of Chiropractic program, so there is no document in which a board or licensing examination fee could sit or be absent. What the tuition page publishes for chiropractic is a tuition-and-fee table inside an accordion headed Chiropractic, under the page heading Programs with Specialized Cost Structures. Its fee rows are grouped under Mandatory Fees — Student Government Association Fee On-Campus/Hybrid, Student Government Association Fee Online, Technology Fee, Wellness Fee — and under School/Department Fees — Full-time Chiropractic General Fee and Chiro Medical Equipment Supply over One-Time Fee. No row names a board or licensing examination. The separate fees page adds one charge that reaches this program, Health Professions Fee $95 per semester, and names no examination either. The program page names the examinations without pricing them: Students who successfully complete the Doctor of Chiropractic Program are eligible to sit for the National Board of Chiropractic Examiners (NBCE) and the Canadian Chiropractic Examining Board (CCEB) licensure examinations. The same tuition page does publish a cost of attendance for three peer doctoral programs — a column headed Total Cost of Attendance (total cost of completing the program) (3-year program 2026-2028) for occupational therapy, and linked PDFs labelled DPT COST OF ATTENDANCE (PDF) and Physician Assistant Cost of Attendance [PDF] — so on this page the question is asked of other programs and not of this one.

D’Youville publishes one campus. Housing charges are published on the fees page under Room & Board Fees, which lists a Housing Deposit, a "SAY YES Housing Deposit" and a Residence Council fee and no room or board rate; the page states 222 Apartments rate includes $225 in D'Youville dollars for a meal plan (full-time meal plan option is available for additional cost). without publishing that rate, the word "additional" in it being a link to a further page.

The same page is reached through the main navigation, Academics > Schools and Departments > School of Health Professions > Chiropractic > Chiropractic Program Success Rates. Two labelling faults on the disclosures page are recorded because a reader following them lands elsewhere: the same node /node/382 is listed as Student Diversity in the INSTITUTIONAL INFORMATION list and as Student Outcomes in the sidebar, and the list item Price of Attendance points at /node/324, whose heading is Physician Assistant Tuition & Fees.

Occupational therapy, physical therapy and physician assistant - three peer doctoral programmes in the same accordion set.

Occupational therapy publishes a table column headed Total Cost of Attendance (total cost of completing the program) (3-year program 2026-2028); physical therapy a linked PDF labelled DPT COST OF ATTENDANCE (PDF); physician assistant a linked PDF labelled Physician Assistant Cost of Attendance [PDF]. Keiser University

West Palm Beach, Florida · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: none shown

No. Keiser's own price-of-attendance document publishes no figure of any kind — what it publishes is a definition, and no board or licensing examination category appears in it. The cost of attendance itself is produced by an interactive calculator, so there is no published document in which a board-fee line could be looked for.

Cost of Attendance (COA) reflects estimated expenses prior to financial aid awarding. COA includes tuition and fees; food and housing; and allowances for books, supplies, course materials, equipment, transportation, and loan fees. — in the bytes the server sent, the gap after "awarding." is a non-breaking space followed by an ordinary space, and the sentence ends "loan fees." followed by the same pair before the closing tag.

Field 1b — the same question against the programme’s own rate table
published mechanism: term line item

Yes. The program's published tuition-and-fee disclosure names six NBCE rows as separate fees, and a second catalog table, REQUIRED FEES FOR PROGRAMS, lists them again against the Doctor of Chiropractic row.

The graduate catalog publishes TUITION AND FEE DISCLOSURE – CHIROPRACTIC MEDICINE, headed Effective Fall Semester 2025. Under its section Other Common Fees (per occurrence) the left-hand column carries six rows naming the national board, each against its own figure: NBCE Board – Part I "$710.00", NBCE Board – Part II "$710.00", NBCE Board – Part III "$710.00", NBCE Board - Physiotherapy "$450.00", NBCE Board - Part IV "$1,585.00" and NBCE Board Review "$500.00". Parts I, II and III are published with an en dash and Physiotherapy and Part IV with a hyphen, as reproduced. The same catalog publishes a second table, REQUIRED FEES FOR PROGRAMS, whose row Doctor of Chiropractic opens NBCE Parts I-IV and Physiotherapy $4,165 and then itemises "Part I $710", Part II $710, Part III $710, Physiotherapy $450, Part IV $1585; that table introduces itself Fees are mandatory charges (other than tuition, room, and board) applied by the school for pursuit of an approved program of education. — Against that, the document Keiser itself files under the heading Price of Attendance on its consumer-information page is the tuition page, reached by the link Tuition, Fees, and Other Costs, and that page publishes no figure of any kind. What it publishes is a definition: Cost of Attendance (COA) reflects estimated expenses prior to financial aid awarding.  COA includes tuition and fees; food and housing; and allowances for books, supplies, course materials, equipment, transportation, and loan fees. No board or licensing examination category appears in it. The cost of attendance itself is produced by an interactive net price calculator, so there is no published document in which to look for a board-fee line.

Field 2 — campus or living-arrangement variation
not-published

None published for this program. The chiropractic tuition-and-fee disclosure runs from Initial Fees through Other Common Fees (per occurrence) with no housing, room, board or meal row, and publishes no living-cost figure. The tuition page publishes no figure at all. The catalog states in general terms that Keiser University examines the total cost associated with attending the University including, but not limited to, tuition and fees, room and board, books, supplies, personal expenses and allowable travel expenses. and attaches no amounts. — A housing table does exist in the same catalog, but it belongs to a different campus and is not recorded as this program’s. GRADUATE TUITION AND FEE DISCLOSURE – FLAGSHIP CAMPUS carries On Campus Housing Fees per Semester (based on availability) with columns "Stauffer" and "Lakeside". The chiropractic program page names one campus, West Palm Beach, at 2085 Vista Parkway West Palm Beach, Florida 33411, and links /west-palm-beach/; Keiser lists "Flagship" and West Palm Beach as separate campuses in its own campus menu, and the Flagship page is headed Welcome to Keiser University Flagship Residential Campus. The two disclosures also publish different tuition: the doctoral band at the flagship campus is "$21,056.00" at "12 to 17.99 credits per semester" against the chiropractic "$16,036.00" at "12+ credits".

None quoted for this program. No living-arrangement or campus variation is published in any document that names the Doctor of Chiropractic. The flagship-campus housing figures are not reproduced here because that disclosure is a different campus’s.

Field 3 — which terms the published figures cover
published

One representative term. The disclosure is headed Effective Fall Semester 2025 and publishes rates by credit load rather than by term: under Tuition Rates per Semester Credit Load, parenthesised (charged and payable on the first day of class in the semester), four column headings run "12+ credits", 9-11.99 credits, 6-8.99 credits and 3-5.99 credits — the first published on one line and the other three wrapped over two. The single row beneath is Doctor of Chiropractic Degree against "$16,036.00", "$12,027.00", "$8,018.00" and "$4,009.00". A separate section Education Fees per Semester carries Doctor of Chiropractic Degree against "$750.00", and Initial Fees (one-time charge upon enrollment) carries Application Fee "$55.00" and Registration Fee "$145.00". No term-by-term schedule and no program-length schedule is published. The program page states the term length in prose — Each semester is 16 weeks.

No. The disclosure states one effective term and sets no earlier year beside it.

The chiropractic disclosure carries its notice in its own opening paragraph rather than beneath its tables: At Keiser University tuition and fees are charged to the student by the semester. Each semester is 16 weeks. Keiser University students are charged by the semester for the scheduled credit hours. University student tuition and fees are subject to annual review and modification. Proration of charges due to withdrawal is explained in the University catalog. The sentence University student tuition and fees are subject to annual review and modification. is republished word for word on the chiropractic program page, in the answer to How much does the program cost?. — The catalog does carry a stronger clause twice, and neither instance belongs to this program: Keiser University reserves the right to make any changes to tuition, fees, curriculum or any phase of its program where it is the opinion of the administration that the students or the university will benefit. Such changes may be made without further notice. closes the disclosure headed TUITION AND FEE DISCLOSURE – NURSE ANESTHESIA PROGRAM, and a near-identical clause reading any change in tuition, fees, curriculum, or any phase of its programs closes GRADUATE TUITION AND FEE DISCLOSURE – FLAGSHIP CAMPUS. The chiropractic disclosure sits between the two and carries neither.

That page carries an h3 Program Outcomes whose entire content is a one-item list, View Program Outcomes, linking to Chiro-DC-Outcomes.pdf. That PDF returns HTTP 200 and publishes two tables: CCE POLICY 56: DC Completion Rates and CCE Policy 56: NBCE Licensing Exam Success Rates, the second with column headings "Calendar Year (Last 4 years)", "Number of Graduates", "Number of Graduates Passing All Parts of licensing exams* or are licensed to practice chiropractic, within six (6) months post-graduation" and the corresponding "Percentage of Graduates ...". — The consumer-information page, which is where the federal disclosures sit, does not reach these rates: its headings Graduation, Retention, and Placement in Employment and Institutional Information lead to the National Center for Education Statistics and to Keiser University Student Achievement Goals and Student Performance, whose licensure line is a single institution-wide figure across all programs and is therefore not a Doctor of Chiropractic figure.

Life Chiropractic College West

Hayward, California; Bellevue, Nebraska · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: allowance; upper-term incorporation

yes

Both cost documents answer yes, and the catalog carries the figure the website leaves out. The College Catalog 2025-2026, page 65, immediately above the two campus budgets: During a student’s education the National Board of Chiropractic Examiners administers written and practical exams (NBCE.org). An allowance of $700/quarter for Board Exam expenses is incorporated into an upper quarter student financial aid budget (typically during quarters 7 to 12). The Cost of Program page publishes the same sentence without the amount and without the verb: During a student’s education the National Board of Chiropractic Examiners administration written and practical exams (NBCE.org). An allowance for Board Exam expenses is incorporated into an upper quarter student financial aid budget (typically during quarters 7 to 12). That second sentence is reproduced as published; a word is missing after "Examiners" and none is supplied here. The allowance sits on the indirect side of a distinction both documents draw: the website says Direct costs to the college include the Tuition and the Student Fee. The other budget items (housing, food, books, supplies & equipment, transportation and miscellaneous) are considered indirect costs and can be variable based on your expenses., and the catalog says Direct costs are those directly charged by the college (tuition, student fee) and Indirect costs are estimated costs associated with going to college and should be included in your budget (examples include books, transportation, housing/food and personal expenses). Neither list names board exams, and neither budget table carries a board or licensing row: the allowance is stated in prose beside the table rather than as a line within it.

Field 2 — campus or living-arrangement variation

In both the student budget and the borrowing package, and in both cost documents. Life West publishes one budget per campus rather than one budget with a variation note. On the Cost of Program page the two sit in a two-tab widget labelled California Campus and Nebraska Campus; in the catalog they sit as consecutive headed tables, Cost of Attendance/Student Budget - Hayward Campus and Cost of Attendance/Student Budget/Bellevue Campus — the separator is a hyphen in the first heading and a slash in the second, as published. Tuition and the student fee are identical across campuses in both documents; housing and food, transportation, miscellaneous, loan fees and the total all differ. The gap reaches borrowing as well: each campus carries its own sample package, and the private-loan line differs between them.

Field 3 — which terms the published figures cover

One representative term in both documents, plus a three-quarter academic year built from it. The Cost of Program page states Effective with the Fall 2026 quarter, tuition is $9,624 per quarter for full-time students (12 or more credits). For students with 11 credits or less, the per credit charge is $802. and adds It’s worth repeating that full-time Life West students pay a single, per-quarter tuition rate, regardless of the number of classes in which they are enrolled. The catalog states Effective Fall 2025 tuition is $9,444 (subject to change) per quarter for full-time students (12 or more credits). For students with 11 credits or less, tuition is $787 per credit A *Student Fee of $400 is charged each quarter effective Winter 2023. — reproduced as published, including the absent sentence break after "per credit". Each budget covers three quarters and both documents say so: the website The budget listed below is for an academic year (three quarters). All financial aid is packaged for one academic year at a time.; the catalog The above-referenced budgets are for an academic year (three quarters). All financial aid is packaged for one academic year at a time. No term-by-term schedule across the program is published in either.

No. Neither document sets an earlier year beside the year it publishes. The two documents happen to carry consecutive years — the website Effective Fall 2026, the catalog Effective Fall 2025 — but that is two documents of different dates, not a prior year shown for comparison. The catalog’s one backward-looking date, effective Winter 2023 on the student fee, gives when the current fee began and not what it was before.

Because every student's situation is different, your actual cost may vary depending on your program, course load, living arrangements and financial aid e[ligibility]. As the student becomes eligible to apply for each required part of boards, the expense will be added to the Cost of Attendance for that trimester. Students may borrow additional loan funds to help cover these costs. Required Parts are I, II, III and IV. For details on cost please visit https://www.nbce.org/home/. NUHS publishes a per-trimester cost estimate for the DC program and describes a Living Allowance, and names the cost of attendance as a concept it administers - In no circumstances will non-educational expenses be included in the cost of attendance. No board or NBCE fee appears anywhere in that estimate, in the Living Allowance description, or in the budget section. The published DC estimate is exactly four cells wide: Degree Program / First Trimester Tuition / Estimated Books and Supplies / Average Cost for First Trimester. The 2026-2027 Bulletin describes the NBCE across four pages (pp. 99, 159, 162, 163) and states no fee on any of them; a regex for a currency figure within 200 characters of "NBCE" or National Board returns zero hits across all 317 pages.

In a footnote beneath the DC tuition table, not in tuition itself. DC tuition is a single figure covering both sites; the published gap is in the Diagnostic Kit, a one-time first-trimester cost, and is stated by campus code (DC-IL / DC-FL).

Diagnostic Kit cost for DC-IL and ND is $1,304 (estimated) one-time, in the first trimester only. For DC-FL $1,424, MAc and DAc Diagnostic Kit fees $1,304.

This footnote is an <li> in the same <ul> as the numbered program footnotes but carries no marker of its own, so nothing in the DC table row points at it: the DC row's 1 leads to the program-length footnote instead.

Neither the Diagnostic Kit figures nor the tuition figure is broken out by living arrangement; the Living Allowance is described as a fixed amount per trimester based on an average cost depending on the living situation of the applicant and no figure is published for it.

Northeast College of Health Sciences

Seneca Falls, New York (main campus); Levittown, New York (additional educational site per CCE). The college publishes both names and reconciles them itself in the catalog, p.6: Long Island Campus: The Doctor of Chiropractic degree program at the additional educational site in Levittown, New York, for Northeast College of Health Sciences is awarded programmatic accreditation by The Council on Chiropractic Education. The consumer information page heads its licensure table Doctor of Chiropractic Degree Program: Seneca Falls, NY and Long Island, NY. · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: upper-term incorporation

yes

The catalog is the document that names the federal construct. p.13, under COST OF ATTENDANCE: The components of a student's COA include direct educational costs (tuition and fees) and indirect costs (books and supplies, housing and food, personal expenses, and transportation) as regulated by the U.S. Department of Education. A student cannot receive financial aid funding in excess of their total COA.

p.14 carries the tables, headed Cost of Attendance 2026-2027. The D.C. program appears as two tables, one for Trimesters 1-4 and one for Trimesters 5-10. A row reading Licensing Board Fees at "$1,420" appears in the Trimesters 5-10 table and in all three of its residence columns. It does not appear in the Trimesters 1-4 table at all. That placement was established by reconstructing the page from the text layer's word coordinates (/tmp/cce/ne_p14b.py), because the two tables are stacked and linear extraction interleaves them.

The footnote block beneath states the mechanism in the college's own words: Estimated professional licensing board exam fees (totaling $4,260) are added to the student cost of attendance (COA) when those costs are normally incurred.

The relation between $4,260 and $1,420 is not asserted here. The college publishes both figures and does not publish an arithmetic connecting them.

The website's D.C. table, under the h2 Doctor of Chiropractic Program, 2026-2027, carries no board or licensing row. Its row labels in document order are: Direct Costs / Tuition / Fees / Total Direct Costs / Indirect Expenses* / Books & Supplies / Housing & Food / Transportation / Personal&nbsp; / Loan Fees / Total Est. Cost of Attendance*. The strings Licensing Board, "Board Exam", "NBCE" and licensing board each occur zero times in the page's 144,386 bytes; the absence was tested rather than assumed.

The disagreement with the f1 column is the recorded fact here. The website table is itself headed as a cost of attendance - its last row reads Total Est. Cost of Attendance* - and it is built on the same two-block shape as the catalog's, a direct block and an indirect block. A reader who checks the website and not the catalog would conclude that no board fee sits in Northeast's cost of attendance. The catalog says one does, in the upper trimesters.

The D.C. program page publishes one cost figure of its own, in a fact box: <div class=program-basic-label>Tuition &amp; fees</div> and <div class="program-basic-text">$16,350 per trimester, 2026-2027</div>. $16,350 is the tuition table's Total Direct Costs per-trimester cell, not its "Tuition" cell, which reads $15,960. That page carries no occurrence of "NBCE", "Licens", "Board", cost of attendance or Cost of Attendance.

In the catalog, p.14, as three residence columns across two trimester bands. The column headings are "On-Campus", "Off-Campus" and Levittown Campus for Trimesters 1-4, and "On-Campus", "Off-Campus" and Levittown/Health Centers for Trimesters 5-10. The third column is therefore the additional educational site, and it is priced separately from the main campus.

The website publishes one arrangement only, and says which: The Doctor of Chiropractic (D.C.) program's 2026-2027 on-campus cost of attendance represents both direct costs such as tuition and fees as well as estimated indirect expenses you may incur as a part of the 10-trimester D.C. program. Total $47,324 / $49,076 / $50,752.

Trimesters 5-10, columns On-Campus / Off-Campus / Levittown/Health Centers. The same eight rows at the same figures, plus Licensing Board Fees $1,420 / $1,420 / $1,420. Total $48,744 / $50,496 / $52,172.

Every figure above is a published cell. The two Total rows are the college's own published totals; nothing on this row is added up here.

The footnote defines the span the columns cover: *These estimated expenses represent two trimesters (one academic year/30 weeks of instruction) and may vary due to modest cost increases or individual student factors. And it states when the housing figures move: Housing expenses may be adjusted for students relocating to the school's off-campus health centers or other clinical rotation sites.

Yes, as an allowance category stated in the federal component language, carrying no figure and naming neither NBCE nor board exams.

The DC tuition page is the document that names the federal construct. It heads a section Estimated per-trimester cost of attendance for the 2026-2027 year and says the amounts rest on a nationally recognized survey for determining a university’s cost of attendance.

Under Additional Financial Aid Information it introduces a list - Financial aid covers much more than tuition. Our scholarships, grants, and loans help you fully fund your student experience. Funds can be used to cover: - whose last item is the mechanism: Allowance for one-time direct costs of obtaining a first professional license or certificate for students who are enrolled in a program that requires such professional licensure or certification.

TWO LIMITS ON THAT, both recorded. (a) It carries no figure. The allowance is a category of what aid may cover, not a line in a budget. (b) It names neither NBCE nor board exams; it says first professional license or certificate.

DISCLOSURE PLACEMENT: both the allowance list and the whole-program tuition total sit inside collapsed accordions - class=collapse-body collapse with aria-expanded="false" - so a reader meets neither until they expand a panel.

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

The 2026-2027 catalog's Tuition and Fees page carries the program tuition table. Its College of Chiropractic row reads Doctor of Chiropractic (DC) with Block Tuition Term 1-9 $14,469 and Term 10 $6,755, Per Credit Tuition $675, Lab Fees (per lab) $50 and Student Activity Fee (per term) $290. No board or licensure row; "NBCE", National Board, "Board Exam", "Licensing Board" and cost of attendance each occur zero times on that page, tested rather than assumed.

The same figures appear on the website tuition table, cut differently: Tuition average per Trimester $13,698, Tuition Trimester: 1-9 Block Rate $14,469, Tuition Trimester: 10 $6,755, *Per Credit Tuition $675, Total Trimesters 10, Total Credits 205.75, then "Other Fees:" - Application Fee $50, University Fee (per trimester) $290, Lab Fee (per lab) $50. The catalog calls the per-term fee a Student Activity Fee and the website calls it a University Fee; both are $290. Recorded as each publishes it, not reconciled.

The two f1 columns AGREE here that no board figure is published, and disagree on whether a licensure allowance is disclosed at all: the website states one in words, the catalog table states nothing. Recorded because the agreement and the disagreement are facts of the same kind.

Field 2 — campus or living-arrangement variation
not-published

Nowhere. No campus or living-arrangement variation is published. NWHSU has one campus, and the cost content publishes a single indirect estimate with no second arrangement beside it.

The question was asked, so the absence is meaningful (R14): housing IS priced - "Food & Housing" is a row of the indirect table, at $7,914 - it is simply published as one figure. The strings "On campus", "On-campus", "on-campus", "Off campus", "Off-campus", "off-campus", "with parents", "Commuter" and "commuter" each occur zero times on the page.

The one indirect estimate, headed Indirect Expenses - Moderate Estimate / "Cost": Loan Fees $304; Books, Materials, Supplies, & Equipment $1,000; Transportation $1,674; Personal Miscellaneous $5,632; Food & Housing $7,914. The table has no total row.

The column label names a level - "Moderate" - whose siblings are not published: Low Estimate, High Estimate and their lower-case forms occur zero times on the page. So a reader is told the estimate is the moderate one and is not shown what the others would be. The label is the college's own and is reproduced, not interpreted.

The lead-in describes the table as a comparison - Below, you'll find a cost comparison table that shows the cost of attendance for fees, books, supplies, and living expenses - and one estimate column is what the page publishes.

Field 3 — which terms the published figures cover
published

One representative term beside a whole-program tuition total, plus a per-credit rate and the program's shape. The tuition table's header cell reads Effective Fall 2026 and the table publishes Tuition average per Trimester $13,698, the Term 1-9 block rate $14,469 and the Term 10 rate $6,755 alongside Total Trimesters 10 and Total Credits 205.75. The indirect table is headed Estimated per-trimester cost of attendance for the 2026-2027 year.

The catalog cuts it as a block-tuition table by college, with no term average.

MARKUP: the tuition table's header cell is <th colspan="2" class="column-1">Effective Fall 2026<strong></th> - an UNCLOSED <strong> before the closing tag, published as it stands.

No prior-year figure is shown beside the current one. The tuition page carries Effective Fall 2026 and no earlier effective date; "Effective Fall 2025" and "Effective Fall 2024" occur zero times, and every "2025-2026" string on the page is a navigation link to the catalog platform rather than a cost figure.

The catalog platform does publish an archive, and the archive is reachable: its index separates "Current:" from "Archived:" and lists the 2025-2026, 2024-2025, 2023-2024 and earlier editions. The archived 2025-2026 Tuition and Fees page was opened and does carry that year's DC figures - Term 1-9 $14,048, Term 10 $6,558, per credit $655 - so a reader can reach the prior year in two documents, though no page sets the two years side by side.

SYMMETRY NOTE for a later pass: Logan University's row records four archived catalog editions by link without those editions having been opened. NWHSU's archived edition was opened. The two rows are coded the same way on this field; the difference is in how far we checked, not in what the colleges publish.

Field 4 — tuition-adjustment notice clause
published

Published in the catalog, not on the tuition page. 2026-2027 catalog, Financial Policies: Tuition and fees are subject to change at any time. Generally, costs will be adjusted once a year to be in effect for fall, winter and summer terms of the entire academic year. New tuition and fee rates are announced in the summer prior to the beginning of the upcoming academic year.

The clause both reserves change at any time and states when change normally happens and when it is announced. Both halves are published and neither is summarised away.

The DC tuition page itself carries no adjustment clause: subject to change and "reserves the right" occur zero times on it. What it says instead is Please note that your actual costs may vary from these estimates, which is a statement about estimates, not about the college changing its rates.

From the domain CCE links, https://www.nwhealth.edu/, the top navigation item "About Us" opens a menu whose items include <a href="https://www.nwhealth.edu/wp-content/uploads/NWHSU-Student-Body-and-Outcomes-Fact-Sheet_2024-2025.pdf">Student Body and Outcomes Fact Sheet</a>. That link is the destination: the rates are in the PDF, not on a web page. It sits directly under About Us, as a sibling of University History - the Office of the President sub-list closes before it.

Destination form: a 3-page PDF with a text layer on every page, dated Effective November 24, 2025. Page 2 carries the rate table, whose columns include Licensure / Certification Pass Rate and whose rows include a College of Chiropractic section and a Doctor of Chiropractic row. Page 3 defines the DC rate in NBCE terms, ending ...of the National Board of Chiropractic Examiners (NBCE) Exams or becoming licensed in a state, province, or country within six (6) months of graduating.

No rate is transcribed into this dataset: field 5 asks for the route.

The adjacent menu item, Student Consumer Information, is the image-only PDF and is NOT the rates document.

published

...of the National Board of Chiropractic Examiners (NBCE) Exams or becoming licensed in a state, province, or country within six (6) months of graduating. ARTIFACT, recorded and not reproduced: the opening of that sentence cannot be quoted whole because the PDF text layer breaks the word "weighted" across a line as "w" + newline + "eighted", and collapsing whitespace would render "w eighted", which the page does not show. The clean remainder is quoted instead. The full sentence defines the measure as a weighted four-year average of graduates passing all Parts (I, II, III, IV) or becoming licensed, within six months.

What this college publishes for another of its programmes

None found. The source log for this college records no programme of another kind publishing a cost item the D.C. programme lacks. Checked 2026-09-17 against the log already held; not re-fetched.

Own-gap caveat, as recorded

Absence in what we checked is not absence at the college. Checked 2026-09-16: the homepage, the DC tuition and fees page, the general tuition and fees page, the DC program page, the Board Exams Certification and Licensing page, the Student Body and Outcomes Fact Sheet PDF, the catalog index, the 2026-2027 catalog Tuition and Fees and Financial Policies pages, and the archived 2025-2026 catalog Tuition and Fees page. The Student Consumer Information PDF was fetched and could not be read: it is image-only.

Palmer College of Chiropractic

Davenport, Iowa (Main Campus) and Port Orange, Florida (Branch Campus) - TWO current campuses. Palmer's own current pages name them "Palmer Main Campus" and "Palmer Florida"; the Our Campuses page has exactly two sections, "Explore the Main Campus" and "Explore Palmer Florida". | THE CLOSED CAMPUS: the former Northern California / San Jose campus ceased operations when its lease expired in June 2025, and CCE recorded the closure on 8 August 2025. Not counted here. Those two dates are Ben's, given 2026-09-16, and are recorded as his; this run did not fetch Palmer's closure announcement or the CCE action that recorded it, so neither date is byte-verified in this dataset. The strings "San Jose", "Northern California", "California", "West Campus" and "Palmer West" occur ZERO times across all six Palmer documents fetched - the homepage, the tuition and cost of attendance page, the catalog tuition page, the catalog index, the Our Campuses page and the consumer information page. Each absence is tested by a spec that fails if the string appears. So no cost document carries a surviving West column, and there is nothing to record verbatim on that count. | Campus count is sourced from Palmer's own current pages. DAPIP and CHEA still list the closed campus and were NOT used. · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: allowance

Yes, and Palmer names the NBCE explicitly inside its own cost-of-attendance section. An allowance, not a figure.

Under the heading Additional Information on Cost of Attendance (COA) and Budget Adjustments, the section Professional licensure, certification, or a first professional credential: reads: Students will be provided an allowance for the cost(s) associated with obtaining a state license through the National Board of Chiropractic Examiners (NBCE) in the term and/or year in which they could qualify to take the given exam. A student is eligible to receive an additional allowance for up to one (1) retake of Parts I, II, III, PT and/or IV with documentation of the expense. Please see the Professional Licensure Budget Adjustment Policy for more information.

WHAT THIS DOES AND DOES NOT PUBLISH. It names the NBCE, names the parts (I, II, III, PT, IV), states when the allowance applies (the term or year the student could qualify to sit the exam) and states that one retake may be covered. It publishes NO FIGURE. The amount is not on this page and the page points to a separate policy document for it.

The figure-bearing tables carry no board row: each is Direct Cost (Tuition, Activity Fee) then Indirect Cost (Books/course materials/supplies, Transportation, Miscellaneous personal expenses, Housing and food, Federal student loan fees) then a total. "Licensing Board", "Board Fee", "board fee" and "NBCE fee" occur zero times.

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

The catalog's Tuition and Fees page publishes the tuition structure in prose plus the same per-term tables. Trimester tuition for students registered between 16 and 21 credit hours is $14,303 for the 2026-2027 academic year. Below 16 hours, $894 per credit hour; above 21 hours, $14,303 plus $894 per additional hour. For terms eight through ten the clinic practicum flat rates are published: Clinic II: $10,727; Clinic III: $10,727; Clinic IV: $13,409. Institutional Fees $20.

No board or licensure row, and "Licensing Board" and "NBCE" occur zero times on that page - tested. So the two f1 columns DISAGREE: the NBCE allowance is published on the website's cost-of-attendance page and appears nowhere in the catalog's tuition table.

Source: https://www.palmer.edu/catalog/tuition-and-fees/ · source form: text · checked 2026-09-16

Field 2 — campus or living-arrangement variation
published

BETWEEN the two campuses, and Palmer states in words that there is NO gap WITHIN a campus. The two per-term cost-of-attendance tables sit under the headings Palmer Main Campus and Palmer Florida, both for 2026-2027, with identical tuition and different indirect costs.

Within a campus, Palmer publishes one standard allowance regardless of arrangement: Students living in -on or -off campus housing, students living at home with parents, and students with or without dependents are provided the same standard allowance for food and housing and miscellaneous personal expenses. It adds Palmer does not provide a meal plan option for students. So the living-arrangement question is asked and answered explicitly in the negative, which is a stronger published fact than silence.

Estimated per-term cost of attendance for the 2026-2027 year. MAIN CAMPUS (Davenport) then FLORIDA (Port Orange), per trimester: Tuition $14,303 / $14,303 - IDENTICAL. Activity Fee $20 / $20. Books, course materials, supplies $385 / $231. Transportation $1,261 / $1,625. Miscellaneous personal expenses $2,640 / $2,735. Housing and food $5,486 / $9,181. Federal student loan fees $439 / $631. Total per trimester: $24,534 / $28,726.

So the published $24,534 is PALMER MAIN CAMPUS and the published $28,726 is PALMER FLORIDA, at identical $14,303 tuition, as Palmer's current document states. Both totals are Palmer's own published cells. The difference between them is NOT computed here and no figure in this row is derived.

The catalog publishes the same two tables with one label changed - Institutional Fees where the website says Activity Fee - at the same $20.

Field 3 — which terms the published figures cover
published

One representative term, per campus, with no program total. Both DC tables are headed Estimated per-term cost of attendance for the 2026-2027 year and both end at Total per trimester:. The catalog additionally publishes the terms-8-to-10 clinic practicum flat rates, so the upper-term structure is published even though no upper-term cost-of-attendance table is.

A STALE TABLE SITS BESIDE THE CURRENT ONES. The catalog page carries a third DC cost table under QUARTER CURRICULUM – FLORIDA CAMPUS: headed Estimated per-term cost of attendance for the 2024-2025 year - Florida Campus Quarters - TWO YEARS OLDER than the 2026-2027 tables above it on the same page. Recorded verbatim with its date: Tuition $10,161, Institutional Fees $20, Books/course materials/supplies $321, Transportation $1,329, Miscellaneous personal expenses $2,124, Housing and food $5,056, Federal student loan fees $408, Total per quarter: $19,419. Quarter tuition for terms ten through thirteen is published as Patient Management I, II, III and PDQ: $8,256 each course plus $635 per non-clinic credit hour.

This is a FLORIDA quarter table, not a West/San Jose table - Palmer labels it Florida Campus. The website carries no quarter table at all: "per quarter" and QUARTER CURRICULUM occur zero times there.

Not as a comparison. Each campus table shows one year. But the catalog page does place a 2024-2025 table on the same page as two 2026-2027 tables, so an earlier year is visible there - as a differently-dated table for a different curriculum, not as a prior-year column beside the current one. Recorded as what it is and not counted as a prior-year comparison.

Field 4 — tuition-adjustment notice clause
published

Catalog, Tuition and Fees: The College reserves the right to modify or change requirements, rules, tuition and fees. Historically, the College has found it necessary to increase tuition annually to meet the rising cost of higher education. Students will be given notice of such modifications or changes prior to the changes taking effect. Changes to tuition and fees will be posted on the College website, palmer.edu.

Four things in one clause, all published: the reservation; a statement of historical practice; a promise of notice before changes take effect; and where changes will be posted.

The website tuition page carries no adjustment clause: reserves the right and subject to change occur zero times on it.

Program Licensure Rates</a>. That link is the destination: the rates are a PDF, not a web page. The same PDF is linked twice from the Consumer Information page.

Destination form: a 1-page PDF with a text layer (487 characters) and zero images. Its headings are Palmer College of Chiropractic - All Campuses and Licensing Exam Success Rates, with columns Calendar Year and Number of Graduates. THE MEASURE, added 2026-09-17 and byte-verified against the cached PDF (both line breaks in the span fall at spaces, so collapsing cannot join two words): the third and fourth columns are headed Number of Graduates Passing All Parts of Licensing Exams or are licensed to practice chiropractic within six (6) months post-graduation and Percentage of Graduates Passing All Parts of Licensing Exams or are licensed to practice chiropractic within six (6) months post-graduation. So Palmer states a SIX-MONTH WINDOW and TWO ROUTES - passing all parts, or being licensed - and the figure counts either.

NOTE ON SCOPE: the document reports ALL CAMPUSES COMBINED and does not break the rate out by campus, so a reader cannot get a campus-level rate from it. Recorded because campus is the unit elsewhere in this row.

No rate is transcribed into this dataset: field 5 asks for the route.

Parker University

Dallas, Texas. One campus; the CCE list and the college agree. The disclosures page publishes the address as 2540 Walnut Hill Ln Dallas, TX 75229. · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: term line item; upper-term incorporation

Yes, and with published FIGURES. A row labelled Licensing Fee sits inside the per-trimester cost of attendance and carries an amount in four of the ten trimesters.

The cost-of-attendance tables are per trimester, I through X, and one row is Licensing Fee. Its published cells, in trimester order: I "–", II "–", III "–", IV "–", V $710, VI "–", VII $450, VIII $1,420, IX $1,585, X "–". The en dash is Parker's own marker for no charge in that term; it is reproduced rather than read as a zero.

So the fee is a named line item in the term budget (term line item) AND it is absent from every one of trimesters I-IV, appearing only from V onward (upper-term incorporation). Both vocabulary values apply and both are recorded.

WHAT IT DOES NOT SAY: Parker does not name the examining body anywhere on the cost page. "NBCE", National Board, "Board Exam" and "Licensing Board" each occur ZERO times there - tested. The label is Licensing Fee and nothing more.

Parker defines the construct in its own words: Parker University's cost of attendance includes tuition, fees, books, materials, equipment, food, housing, transportation, and personal expenses. The Licensing Fee is carried under Total cost allowance for indirect costs, not under tuition and fees.

Source: https://www.parker.edu/tuition/ · source form: text · checked 2026-09-17

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

The Tuition And Fees table for the Doctor of Chiropractic - the program's own rate table, published on the same page immediately above the cost-of-attendance tables - carries no licensing or board row. Its five rows are: Application Fee (non-refundable one-time charge) $75; Tuition Deposit (non-refundable, but transferrable - to be applied towards tuition) $150; Full-Time Tuition (16-30 credit hours per term) $14,130; Part-Time Tuition (per credit hour less than 16 credit hours per term) $624; Student Fees (per term) $1,000.

So the two f1 columns DISAGREE on the same page, a few hundred bytes apart: the rate table shows no licensing cost and the cost-of-attendance table below it shows four. A reader who stopped at the first table would not know the fee exists.

Field 2 — campus or living-arrangement variation
not-published

Nowhere. One campus, and no living-arrangement variation is published. Food & Housing is a row at $6,968, identical in all ten trimesters, so the question was asked and the answer is a single figure (R14 satisfied). "on-campus housing", "off-campus", "On-Campus", "Off-Campus", "with parents", "commuter" and "living arrangement" each occur zero times on the tuition page. The one "on-campus" string on that page is about student ID badges, not housing.

The indirect rows, identical across all ten trimesters: Books, Course Materials, Supplies, and Equipment $1,250; Food & Housing $6,968; Transportation $1,474; Miscellaneous Personal Expenses $4,958; Loan Fees $174. The only row that varies by term is the Licensing Fee.

Because that one row varies, the published per-term totals vary: Total (estimated) cost of attendance reads $29,954 in trimesters I, II, III, IV, VI and X; $30,664 in V; $30,404 in VII; $31,374 in VIII; $31,539 in IX. All are Parker's own published cells; none is computed here.

Published inside a collapsed FAQ toggle on the tuition page, not in the cost section. The toggle title is Is there a policy regarding tuition increases? and the answer, in a separate block element, reads: The Board of Trustees at Parker University reserves the right to increase tuition and fees whenever deemed necessary without prior notice.

WITHOUT PRIOR NOTICE, and with no counterbalancing promise of notice anywhere on the page - which distinguishes it from Palmer's and Northeast's clauses, both of which reserve the right and then promise notice. Recorded as Parker publishes it.

The question and the answer sit in separate elements; they are quoted separately rather than joined with a space that is not in the bytes.

On that page the heading CHIROPRACTIC NATIONAL BOARD EXAM SUCCESS RATE sits above a graphic, with the instruction (click images to enlarge).

THE DESTINATION IS PUBLISHED IN TWO FORMS AND THEY DIFFER IN READABILITY. (a) The item Parker LABELS as the board-exam success rate is a PNG image - f7238152-0842-4b15-ac76-b89f7b0ab21c.png. It is not readable as bytes and no figure from it appears anywhere in this dataset. The page carries no <table> element at all. (b) A separate link on the same page, labelled STUDENT ACHIEVEMENT, leads to a 1-page PDF with a text layer that contains a Professional Licensing Examinations section with an "NBCE" row for Chiropractic, a GOAL column and five year columns. THE MEASURE, added 2026-09-17 and byte-verified against the cached PDF (the one line break in the span falls at a space): the same document states the goal in terms that define what the rate counts - Professional Licensing Examinations: Doctor of Chiropractic - Achieve NBCE first-time examinee pass rates (attempting any or all parts within six (6) months post-graduation) at overall mean average of 85%. So Parker counts FIRST-TIME examinees, ATTEMPTING ANY OR ALL PARTS, within a SIX-MONTH window.

RULED 2026-09-17 (Q9): f5 is coded by the route recorded above, and that route ends at the image. f5_source_form = image-only.

IN THE UNIVERSITY'S OWN WORDS: Doctor of Chiropractic - Achieve NBCE first-time examinee pass rates (attempting any or all parts within six (6) months post-graduation) at overall mean average of 85%. Sherman College of Chiropractic

Spartanburg, South Carolina. One campus; the CCE list and the college agree. · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: upper-term incorporation

Yes, named and explicit, with NO figure - Sherman points the reader to the NBCE itself for the amount.

Beneath the cost-of-attendance table, in its own paragraph: The cost of taking the NBCE Boards is also included for the quarters when a student is eligible to apply for each of the 5 boards, Parts I, II, III, PT, and IV. For the current cost of each part of the boards, please refer to National Board of Chiropractic Examiners.

So the cost is incorporated into the cost of attendance in the eligible quarters only - the same shape as Northeast's "added to the student cost of attendance (COA) when those costs are normally incurred" - and it is coded the same way.

NO FIGURE IS PUBLISHED. Sherman names the five parts and then refers the reader to the National Board of Chiropractic Examiners for what each costs. A reader learns the cost is in the budget and cannot learn its size from Sherman.

PLACEMENT, read from raw markup rather than from stripped text: the NBCE sentence is its OWN <p> element. The books-and-supplies footnote closes - <p>**Books/supplies for your first quarter can range from $300-$600.</p> - before it opens. It therefore carries NO footnote marker of any kind, and nothing in the table points at it. A reader who reads the table and its starred notes would not be sent to it.

The table itself has no licensing row. "Licensing", "licensing", "Board Fee", "board fee" and "Licensing Board" occur ZERO times on the page - tested.

WORD-TRAP, disambiguated by Sherman itself: one table row reads BOARD (FOOD) at $1,989. That "BOARD" is meals, not an examination, and Sherman's own parenthesis says so. It is recorded here because a keyword search for "board" on this page returns it first.

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

Sherman publishes ONE cost table, and it is the cost-of-attendance table; there is no separate programme rate table on the page. Its tuition rows are "TUITION" $10,480* with the starred notes *Tuition is the only cost actually billed to you by the Sherman Business Office. and *Tuition is based on 9 hours or greater. Less than 9 hours is $1,164 per hour. No licensing or board row appears in it.

So the two f1 columns rest on the same table here, and they AGREE that no board figure is published in it. The difference between them is that the f1 answer also takes in the unmarked paragraph below the table, which is where the NBCE cost is disclosed. Recorded rather than collapsed.

Field 2 — campus or living-arrangement variation
not-published

Nowhere. One campus, one cost table, and no living-arrangement variation. The question was asked (R14 satisfied): housing and food are priced as two separate rows - ROOM (HOUSING/UTILITIES) $4,296 and BOARD (FOOD) $1,989 - and each is a single figure. "on-campus", "off-campus", "On-Campus", "Off-Campus", "with parents", "commuter", "Commuter" and "living arrangement" each occur zero times on the page.

The one published table, COST OF ATTENDANCE PER QUARTER (Effective March 31, 2026 – March 2027), per quarter: TUITION $10,480*; BOOKS/SUPPLIES $300**; ROOM (HOUSING/UTILITIES) $4,296; BOARD (FOOD) $1,989; TRANSPORTATION (INCLUDES REG MAINTENANCE) $1,550; MISC. PERSONAL EXPENSES (INCLUDES MEDICAL) $2,375; LOAN FEES $116; TOTAL $21,106. All cells are Sherman's own; the TOTAL is published and not computed here.

Sherman splits room from board rather than publishing a combined "Housing and food" figure. Recorded because the split is what makes the word "BOARD" appear on the page at all.

Field 3 — which terms the published figures cover
published

One representative term, and it is a QUARTER rather than a trimester, on a quarter calendar. The table is headed COST OF ATTENDANCE PER QUARTER (Effective March 31, 2026 – March 2027).

The effective span is published as an ASYMMETRIC DATE RANGE: a full date at the start (March 31, 2026) and a month and year at the end ("March 2027"), separated by the entity &#x2013;. Reproduced as published.

The programme's length is published in the Policy 56 PDF as Normal Length of Program: 14 quarters, not on the cost page.

No. "2025-2026", "2024-2025" and "2025-26" occur zero times on the page, and no archived or prior-year cost link appears on it. Sherman labels its table by effective date range rather than by academic year.

From the domain CCE links, https://www.sherman.edu/, the footer link CCE Policy 56 Completion and National Board Performance Data goes directly to https://www.sherman.edu/wp-content/uploads/2026/07/Goals-for-Student-Achievement-2026.07.09.pdf. The same link is carried on the tuition, fees and financial aid page. The destination is a PDF; there is no intervening web page.

Destination form: 1 page, text layer, 1,864 characters, ZERO images. Its title is Sherman College Goals for Student Achievement and it is laid out as goal / Institutional Reference / Current Status / Last Update blocks, each citing Council on Chiropractic Education, Policy 56. The completion block publishes Normal Length of Program: 14 quarters and a five-column table (Columns A-E) ending in Completion Rate at the 150th percentile. The licensing block states the goal: The overall weighted average of the four (4) most recent years' licensing exam success rates must not be less than 80%. THE MEASURE, added 2026-09-17 and byte-verified against the cached PDF: the table's third column is headed Number of Graduates Passing All Parts of Licensing exams* or are licensed to practice chiropractic within six (6) months post-graduation, and the asterisk is defined beneath it as *NBCE Parts I, II, III and IV or CCEB Components (Written and Clinical; A, B, and C). So Sherman counts ALL PARTS, or licensure, within a SIX-MONTH window, and it counts a CANADIAN board alongside the NBCE. ARTIFACT, recorded and not reproduced: the fourth column carries the same wording with a lower-case "l" in licensing exams*, and its text layer breaks the line INSIDE the word as "post-" + newline + "graduation", so collapsing whitespace would render post- graduation, which the page does not show. That column is therefore NOT quoted whole; the third column, whose breaks all fall at spaces, is.

No rate is transcribed into this dataset: field 5 asks for the route.

Checked 2026-09-17: the homepage, the tuition, fees and financial aid page, the student handbook page, the CCE Policy 56 Goals for Student Achievement PDF, and robots.txt. Sherman publishes no academic catalog PDF that this run could find linked from any of them; field 4 is recorded as not-published against those pages and not against the college.

Southern California University of Health Sciences

CCE lists Whittier, California. SCU publishes TWO D.C. locations and two addresses: 16200 Amber Valley Dr. Whittier, CA 90604 and "2164 E Broadway Rd, Tempe, AZ 85282". Its two D.C. pages are headed Doctor of Chiropractic – Los Angeles Metro and Doctor of Chiropractic – Phoenix Metro. | So the college publishes a second D.C. location, in Arizona, that the CCE row for this college does not name. NOT RECONCILED HERE and not resolved against any register: this run did not fetch CCE's programme directory, which is disallowed by cce-usa.org/robots.txt, and DAPIP and CHEA are not sources for what a college publishes. Recorded as each publishes it. | Note the name mismatch too: the college brands the California site Los Angeles Metro while its address is Whittier, and brands the Arizona site Phoenix Metro while its address is Tempe. · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: noted outside budget

No. The board fee SCU publishes with a figure is not inside the cost of attendance: it is in the * footnote of the programme tuition table and is put outside that table's totals by the words can also expect to pay. Ruled 2026-09-17 under Q10.

THE FEE, WITH ITS FIGURE, AS PUBLISHED IN THE TABLE'S * FOOTNOTE. Los Angeles: * DC Los Angeles students can also expect to pay $72 per student/preceptor or student/clinical rotation relationship to the California Board of Chiropractic Examiners between terms 3 and 10.

Phoenix carries TWO such sentences, naming two states' boards, two amounts and two term ranges: * DC Phoenix students can also expect to pay $725 per student/preceptor or student/clinical rotation relationship to the Arizona Board of Chiropractic Examiners if/when required for their clinical experiences (terms 3-8). AND, lower on the same page: DC students can also expect to pay $72 per student/preceptor relationship to the California Board of Chiropractic Examiners between terms 3 and 10. Both reproduced as published; which governs for an Arizona student is a question for the college and is NOT resolved here.

WHY THE MECHANISM IS noted outside budget: the fee is named, priced and tied to specific terms, and the college's own wording places it outside what the table totals. It is disclosed and not counted.

WHAT THE COST OF ATTENDANCE ITSELF CARRIES, recorded so the two are not confused: the Cost to Attend SCU page lists, under Indirect Costs (Not Billed by SCU), the item Licensure or certification costs (for eligible programs). That is a CATEGORY WITH NO FIGURE, on a page that publishes no dollar amount anywhere - tested. So SCU names a licensure category in its budget without pricing it, and prices a board fee in a footnote outside its budget. Both facts stand.

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

The programme tuition tables carry no board or licensure row. Their columns are Term / Tuition* / Fees** / Medical Equipment / EXXAT Fees / Petition to Graduate Fee / Total Term Cost***, and Licensing Board, "Board Fee" and "NBCE fee" occur zero times on the page - tested.

BUT A STATE-BOARD FEE IS PUBLISHED, WITH A FIGURE, IN THE TABLE'S OWN * FOOTNOTE, and it is excluded from the totals by the words can also expect to pay. Los Angeles: * DC Los Angeles students can also expect to pay $72 per student/preceptor or student/clinical rotation relationship to the California Board of Chiropractic Examiners between terms 3 and 10.

THE PHOENIX PAGE CARRIES TWO SUCH SENTENCES, naming two different states' boards, two different amounts and two different term ranges. * DC Phoenix students can also expect to pay $725 per student/preceptor or student/clinical rotation relationship to the Arizona Board of Chiropractic Examiners if/when required for their clinical experiences (terms 3-8). AND, lower on the same page: DC students can also expect to pay $72 per student/preceptor relationship to the California Board of Chiropractic Examiners between terms 3 and 10. Both are reproduced as published. Which governs for an Arizona student is a question for the college and is NOT resolved here.

Coded "none shown" because the TABLE shows none. A fee disclosed by the table's footnote marker but excluded from the table's totals has no word in the Q6 vocabulary; logged as Q10 rather than forced into one.

Field 2 — campus or living-arrangement variation
published

By LIVING ARRANGEMENT, in a two-column annual COA table published on both programme pages: Estimated Annual Cost With Parent/Relative against Estimated Annual Cost Off-Campus. The only row that differs is Living Expenses.

BY CAMPUS, THE PUBLISHED FIGURES DO NOT DIFFER AT ALL - and the prose says they should. The Los Angeles page reads ...indirect costs associated with living and studying in California. and the Phoenix page reads ...indirect costs associated with living and studying in Arizona. The two tables beneath those sentences carry IDENTICAL figures, cell for cell, including the same Living Expenses, Transportation and Personal Expenses. Recorded as published; no inference is drawn about which is right.

Estimated Annual Cost of Attendance (COA), identical on both campus pages. Columns: With Parent/Relative

Off-Campus. Tuition $52,380

$52,380. University Fees2 $1,227

$1,227. Books, course materials, supplies, and equipment $2,301

$2,301. Living Expenses –

$32,748. Transportation $2,208

$2,208. Personal Expenses $7,608

$7,608. Loan Fees3 $1,245

$1,245. Total Estimated Annual COA $66,969

$99,717.

The en dash in the With Parent/Relative Living Expenses cell is SCU's own marker, published as –, and is reproduced rather than read as a zero.

Both totals are SCU's own published cells; the difference between them is not computed here. The tables are ANNUAL, and SCU states the year's shape: SCU's Doctor of Chiropractic program runs 3 terms per academic year.

EVERY TERM OF EVERY TRACK, with published totals. Los Angeles publishes two tracks: Doctor of Chiropractic 8 Terms, 202 credits (Tuition $17,460 per term) and Doctor of Chiropractic 10 Terms, 202 credits (Tuition $13,968 per term). Phoenix publishes Doctor of Chiropractic Accelerated 8 Terms, 202 credits at $17,460. Fees are $409 per term throughout; Medical Equipment $1,275 and EXXAT Fees $263 fall in term 1; Petition to Graduate Fee $225 falls in the final term.

Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: none shown

No. The published cost of attendance carries no board, licensure or examination row of any kind, and the words are absent from the document entirely.

The cost of attendance is published on the catalog host at Estimated Cost of Attendance Per Trimester, headed 2026-2027 Academic Year. Its rows are: Tuition; Equipment Fees; Total cost allowance for tuition and fees; Books, Course Materials, Supplies, and Equipment; Food and Housing; Transportation; Miscellaneous Personal Expenses; Loan Fees; Total cost allowance for indirect costs; Total (estimated) Cost of Attendance.

The absence is complete and was tested rather than assumed: "NBCE", National Board, "Licens", "licens", "Board" and "board" each occur ZERO times in the document - not merely no board row, but no occurrence of the word in any form.

TCC states what the budget is built from, and it is not an institutional schedule: The budgets are developed based on data from the most recent years' Consumer Expenditure Survey (CES), produced by the U.S. Bureau of Labor Statistics. So the indirect side is a federal statistical budget rather than a TCC estimate, which is itself an answer to how the COA is built.

The tuition page dates its rate by ENROLLMENT COHORT rather than by academic year: the column heading is Enrollment Dates and the single row reads Enrolled after Sept. 1, 2023. So the tuition table tells a reader which students a rate applies to and not which year it is for, while the cost of attendance tells them the year and not the cohort.

No. "2025-2026" and "2024-2025" occur zero times in the cost of attendance document, and the tuition page publishes a single cohort row with no earlier rate beside it.

Field 4 — tuition-adjustment notice clause
published

Published beneath the fee table: Tuition and fees are determined prior to the fall trimester and maintained throughout the academic year (September through August). The published tuition rate includes all required educational costs and institutional fees associated with enrollment. New students will be charged the tuition rate in effect at the time of enrollment. Tuition rates are evaluated annually and adjusted as necessary.

This is a HOLD-STEADY clause rather than a reserve-the-right clause: it commits to maintaining the rate through a named span (September through August), fixes the rate for a new student at the time of enrollment, and then says rates are reviewed annually. It reserves no right to change mid-year and promises no notice, because on its own terms none is needed within the year.

What the published board figure counts
published

PUBLISHED WITH A CAVEAT AGAINST ITS OWN FIGURE. The following table depicts students who have completed all four parts of the NBCE exams within six months of graduation. And, in a separate block: Texas Chiropractic College does not require students to take all four parts of the NBCE exams prior to graduation. The college goes on to say its Part IV scores provide a more accurate depiction of success rates of TCC students as it includes students up to three years after graduation. So TCC publishes the six-month all-parts figure and tells a reader it understates. The two sentences sit in separate block elements and are quoted separately.

A qualifier attached to the college’s own figures
published

The document is titled Estimated Cost of Attendance Per Trimester, and the qualifier is the title. Location: the catalog page heading and breadcrumb. TCC also states the budget's provenance rather than its own authority: The budgets are developed based on data from the most recent years' Consumer Expenditure Survey (CES), produced by the U.S. Bureau of Labor Statistics.

Universidad Central del Caribe

Bayamon, Puerto Rico. One campus; the CCE list and the college agree. · Puerto Rico · United States
Field 1 — board or licensing cost inside the published cost of attendance
published mechanism: none shown

No. No board or examination fee appears in the Doctor of Chiropractic tuition and fee list, and the words are absent from all three tuition pages of the catalog.

The catalog's tuition section is headed Applicable Tuition and Fees for: and gives the D.C. programme its own block. The fee list is: Admission, with application $200.00; Construction and Maintenance of facilities (per year) $850.00; Deposit to hold a place (non-refundable) $100.00; Endowment fee (per year) $700.00; General fee (per year) $700.00; Graduation fee $400.00; Laboratory fee (per year) $2,000.00; Orientation activity fee (First year) $400.00; Readmission, with application $100.00; Technology resources (per year) $700.00. No board, licensure or examination fee among them. "NBCE", National Board, licensing exam and Licensing exam occur zero times on catalog pages 67, 68 and 69 - tested.

THE QUESTION IS DEMONSTRABLY ASKED IN THIS DOCUMENT, WHICH IS WHAT MAKES THE ABSENCE MEANINGFUL (R14). On the SAME PAGE, the School of Medicine's fee list carries a named examination line - NBME Reposition Exam $225.00. So UCC does itemize an examination fee for one of its doctoral programmes and does not for the other.

AND THE CATALOG REQUIRES THE EXAMINATIONS. Page 50, under Doctor of Chiropractic Program: graduation requires having obtained at least a grade of C in all required courses and having passed NBCE Parts 1 and 2, and Licensing examinations: Required all students to take the NBCE Part 1 for promotion to the third year of studies, and passing the NBCE parts 1, 2 & 3 for graduation from the program.

So the NBCE is a condition of promotion and of graduation, and its cost appears nowhere in what the college publishes about what the programme costs.

Field 1b — the same question against the programme’s own rate table
published mechanism: none shown

no

UCC publishes no separate programme rate table on the web: the catalog's tuition block is the programme's tuition and fee statement, so both f1 columns rest on the same document and agree.

Tuition is published as an ANNUAL figure split by Puerto Rico residency: Tuition for resident chiropractic students of Puerto Rico is $33,600.00 per year, while tuition for non-resident chiropractic students is $43,793.00 per year. Other fees are:

The fee list carries no board row, as recorded under f1. Recorded as an agreement.

Field 2 — campus or living-arrangement variation
not-published

Not published, and the reason matters. UCC has one campus, and NO LIVING-EXPENSE BUDGET WAS FOUND ANYWHERE in what was checked: "Housing", "housing", "Food", "food", "Room", "Transportation", transportation, "Cost of Attendance" and cost of attendance each occur ZERO times on catalog page 67, and "Cost of Attendance" and cost of attendance occur zero times on the financial aid page.

SO R14 APPLIES AND IS STATED RATHER THAN IGNORED: the living-arrangement question is not asked anywhere in these documents, because no indirect-cost budget is published at all. This is not a college publishing one housing figure where others publish two; it is a college publishing no housing figure. The cell is not-published on that basis and not as a finding about how UCC treats living arrangements.

THE GAP UCC DOES PUBLISH IS BY RESIDENCY, WHICH IS NEITHER CAMPUS NOR LIVING ARRANGEMENT, and it is recorded here rather than left out: $33,600.00 per year for residents of Puerto Rico against $43,793.00 per year for non-residents. Both are published tuition figures; the difference between them is not computed.

The only published cost split for the D.C. programme is by residency, quoted in full under f1b: resident $33,600.00 per year, non-resident $43,793.00 per year. Every fee in the list is a single figure with no second column. No housing, food, transportation, books or personal-expense figure is published in the documents checked.

Field 3 — which terms the published figures cover
published

Neither a term nor a programme total: tuition is published PER YEAR, for two residency classes, with per-year fees beside it. The catalog states the programme's shape elsewhere - Successful completion of four full academic years will be required for graduation and Credits as stipulated by the program of study; 209 credits minimum (p. 50) - and the CCE Policy 56 document gives Normal Length of Program: 8 Semesters.

THE CATALOG SPANS FIVE YEARS. Its running header on every page reads Institutional Catalog 2025-2030, and the file is dated amended March 2026. So the tuition figures sit inside a five-year document with an amendment date rather than under an academic-year label, and a reader cannot tell from the tuition section which year the figures are for.

No. The tuition section publishes one set of figures with no earlier year beside it. The only years named in the fee list are the dates two fees became non-refundable - (non-refundable beginning on academic year 2018-2019) for the D.C. admission fee - which is a fee's own history, not a prior-year price.

Published at the head of the tuition section, above all the programme blocks: The UCC reserves the right to revise tuition and fee costs as necessary after the publication of this Catalog.

Field 1 — board or licensing cost inside the published cost of attendance
not-published mechanism: n/a

Not applicable: UB publishes no cost of attendance for the Doctor of Chiropractic programme, so there is no COA in which a board fee could sit or be absent.

UB publishes a cost of attendance for UNDERGRADUATES and a whole-programme cost for its PHYSICIAN ASSISTANT programme, and neither for the D.C. programme. The graduate tuition page gives the School of Chiropractic a five-row rate table and no budget: no housing, no food, no transportation, no books, no loan fees, no total.

The state is not-published because the document does not exist, not because a document was checked and found silent. "NBCE", National Board, Licensing Board, "board exam" and "Board exam" occur ZERO times on the page that prices the programme - tested - but that is an absence in a rate table, not in a cost of attendance.

No board, licensure or examination row. The absence was tested across the whole page, not just the table.

AN EXAMINATION FEE IS ITEMIZED FOR ANOTHER PROGRAMME ON THE SAME PAGE: the Nutrition MS online table carries Comprehensive exam fee $65. So UB does put examination costs in its rate tables where it chooses to.

not-published

Not published for the D.C. programme - and this is an R14 case, because the question is asked TWICE in UB's own documents and answered for other students both times.

(a) The undergraduate cost of attendance publishes THREE living-arrangement columns - "Resident", Commuter with Parent, "Commuter" - under the heading Undergraduate cost of attendance 2026-2027, with Food/housing $16,840 / $5,880 / $8,776 and totals $61,302 / $51,252 / $56,368.

(b) On the graduate page itself, the Physician Assistant Institute section publishes Food and housing for the length of the program $30,716 and Transportation $11,116.

The School of Chiropractic section, a few thousand bytes above the Physician Assistant one on the same page, publishes no living-cost figure of any kind. So UB publishes living costs for its undergraduates and for its other health-professional doctorate, and not for its chiropractic doctorate.

For the D.C. programme: no living-arrangement figures are published, so there are none to quote.

Field 4 — tuition-adjustment notice clause
published

Published inside a collapsed accordion labelled Tuition,[NBSP]Fees[NBSP]and Other Charges Notice - the label carries two non-breaking spaces. The clause: The Board of Trustees approves tuition rates and fees annually, and new rates and fees ordinarily become effective at the beginning of the fall term. Tuition and fees are subject to change without prior notice. The university makes every effort to keep costs to students at the lowest level consistent with its commitment to the highest quality educational preparation for professional practice.

WITHOUT PRIOR NOTICE, and then a sentence of reassurance that does not qualify it. A second, shorter clause sits under the Occupational Therapy total: Tuition and Fees subject to change.

Field 5 — route to the board pass-rate figures
published

From the domain CCE links, https://www.uws.edu/, the link to /academics/colleges/college-of-chiropractic/, then the Doctor of Chiropractic programme page, then a link whose LABEL IS THE WORD "here", in this sentence: In accordance with CCE Policy 56, UWS student licensing outcomes are available here . It goes to /academics/programs/chiropractic/doctor-of-chiropractic/licensure-outcomes-and-completion-rates/.

THE LABEL MATTERS AND IS RECORDED: the anchor text is "here", so a reader searching the programme page for "NBCE", "licensure" or "board" finds the surrounding sentence but not a link they can recognise as the destination by its own words.

Destination form: two real HTML <table> elements on the page itself, under the h1 Licensure Outcomes and Completion Rates and the h2s Licensing Exam Performance and DC Program Completion Rates. The first is captioned University of Western States Doctor of Chiropractic Program Licensure Rates; the second carries Normal Length of Program: 12 Quarters and Columns A-E ending in Completion Rate at the 150th Percentile.

No rate is transcribed into this dataset: field 5 asks for the route.
